In a puppet play fashion, 8 people from different backgrounds and different mother tongues come together to play and perform a scene of thriving ocean life. The participants use colored fish shaped paper puppets resembling species common in Okinawa, after having a discussion about Okinawa's Henoko bay where a new US military base is built despite strong opposition of a majority of people in Okinawa.
